Imagen a girl who has about as much control of her powers, over plants and animals, as elsa in the beginning of frozen.
I have just described Sara McKail, a seventeen year old that has abandonment issues after never staying in one place for mor than a year or two. She is emotionally unstable and so are her powers. The only thing keeping them at bay, her Celtic tree of life pendant passed down from generation to generation in her family.
What happens when HYDRA and SHIELD both target a power they don't understand?
