This is the motto the government is literally working towards. Their idea of the perfect society is to eliminate all fear by running tests and simulations on their citizens and group them based on the main phobia they respond to.
Winter Ferris is mostly fearless, but once she enters the fear program, she finds that it gets harder and harder to cope.
