The opportunity to make a difference doesn't come along often, and its very rare for fate to choose you. That's why you can't wait for a chance to come; you have to take it for yourself.

When a mysterious, unknown person known as 'Kira' begins to clean up the world, Kokona Arakida decides that that is when her chance needed to come. She was going to help her god, some way. If she couldn't find him, she would try to find L for him. L was Kira's biggest threat to ruling Earth as a righteous god; if she could help to eliminate him, then she's made a difference in her life. If she could help to bring him down, maybe she'd get to meet her god.

And thus, the Special Agency to Locate L was born.
