It's after the dangers of being a ghoul. They are accepted into society, and used for the better. Most ghouls work with the army, and the police force. Any criminals who are not temporarily housing in jail cells, are killed and fed to ghouls. Future Touka and Kaneki are still the same. Their relationship has remained the same.
