The Mellark family and the districts thought they were finally safe. But that turned to be false hope when Thaumaturge West tortured and tried to kill Katniss, Peeta, Johanna, their families, and tried to recreate the well known Hunger Games.
West wanted to finish the rule of his father and role model, President Cornelius Snow, but failed when Katniss sprung a second rebellion resulting in killing West and the rebellious Capitol citizens. Now what's left is the Capitol Alliance and the district citizens whom are all on Katniss's side. Right?
Everyone is positive that they are finally safe after the second rebellion because all of the people against Katniss are dead, but that's not true. One person survived.
West's second-in-command, Kennedy, survived the rebellions and despite being betrayed and turned to a mutt by West, he is still set on pleasing him. On fulfilling his dream. On killing Katniss, her family, Johanna, and then FINALLY recreating the games.
Katniss knows she need to kill Kennedy before he kills anyone, but in order to kill him, she has to find him.

We all know the story of the Mockingjay Rebellion.
Sixteen year old Katniss Everdeen volunteers for her twelve year old sister for this event called The Hunger Games where twenty four children fight to the death and only one comes out as victor. A boy named Peeta Mellark was reaped alongside her. These two come out of the games as "Starcrossed Lovers". This caused a few uprisings in some districts. President Snow doesn't want another rebellion so he sends Katniss and Peeta back into the games with other Victors from each district. This causes a whole other war and this time, the districts pull out on top. The Hunger Games are ended and Snow is executed and everyone is safe again.
Yeah, let's fast foward about fifty years. My name is Larise Parigood, and the Hunger Games are back. And this time, they're as heart wrenching as ever.
