Despite the fifty-fifty chance of a child being born with Angel, only a fourth of the entire world's population possesses the mutation. That is, until a scientist believes he can create his own Angels by using an existing one's DNA. 
But these Angels are different. They're driven with an inbred desire to slaughter everyone that isn't like them, including other Angels.
