Okay so imagine Black Widow had a daughter with Bruce Banner, then that daughter had a kid with Captain America. That child would be the basics of Sam. Sam is a HYDRA experiment with the training of black widow, super soldier serum of Captain America, and the already genetic material for transformation into their own version of the hulk.
