So technically it's not the first Hunger Games, it's the 13th, but it is the first one with a set of rules, the first one with Sponsors and Game makers, the first one that not only tortures the hearts of the people from all 12 districts but is used to entertain the people of the capital as well. See how a new form of punishment is formed in Panem or what the new president of the Capital calls, "a new tradition".   Remember, not every coal sparks a rebellion.

When Kira Blackwood's name is reaped, she knows she's screwed. All usurpers were executed (except those pesky star-crossed lovers, who knows where they ran off to), District 13 was destroyed for good (but District 12 was rebuilt, on the basis that the Capitol realized that it actually really needed coal), and the Hunger Games were reinstated.
