So technically it's not the first Hunger Games, it's the 13th, but it is the first one with a set of rules, the first one with Sponsors and Game makers, the first one that not only tortures the hearts of the people from all 12 districts but is used to entertain the people of the capital as well. See how a new form of punishment is formed in Panem or what the new president of the Capital calls, "a new tradition". Remember, not every coal sparks a rebellion.

The 13th Annual Hunger Games. Before the Treaty of Treason, the thirteen districts had stood in disarray with the Capitol, causing the chaos that augmented the cries of war. Only shortly, 13 years as of current, the Treaty of Treason was established after the victorious Capitol stood above. As a result, thus the Hunger Games were created to serve as a rising reminder of the repercussions and the requirement of orderly conduct. During the rule of President Ravinstill, the Games have changed accordingly before and during the actual commencement of itself. Playing from a perspective of an array of tributes, the story of temperance that comes about is not one, but many. May the odds be ever in your favor.
