Steven knows good and well that the gems don't necessarily have birthdays. The last time he tried to throw a birthday party.... It was a disaster to say the least. But this time, Steven has a better idea.(He's not giving up on birthday rituals). He's going to show one of his motherly gems how much he loves her on her "birthday."
