Honestly some people just know they have more to learn on how to become a better writer. Others well they just refuse to acknowledge that they really do need to learn the basics of grammar. 

I myself am still in high school so I make mistakes, even the best writers do. My writing is never perfect but I at least know I'm far from being great. 

This is really just a book to help those who want it. Some of these tips I've come across on my own, others are just from others who have spoken to me about being a writer.
