The name Sage was given to her as a symbol of the experiment's goal. Wise man. In her case, wise woman. She was stolen from birth, by hydra, with the purpose of making her a weapon.
Somehow, Sage is connected to Steve Rogers and Tony Stark and the only person who knows how the dots connect is Nick Fury, who is too busy pretending to be dead to the public.
The events of Captain America: Civil War have not taken place yet.

The Battle of New York was been won and most of Kara's memories have been restored.
