The First Quarter Quell (A hunger games fanfic)

When Cerulean Tanner, a not so average girl from District 4, is reaped for the 25th annual hunger games, she is disbelieving. how could this happen to me? she thinks. how could this get worse? and when the boy's name is called, she is distraught. it did get worse. but this is the first quarter quell, so could there be a way out of the pain she could go through fighting her brother to the death?
