It's a fantastic world, something that's seemingly forgettable during a long, yet-to-be-resolved war. None of the city people know how exactly the war started, including May Fresta, an abandoned street kid hiding out in a dig made for people in her condition. 
But May isn't normal (of course, or else she wouldn't be the main character). She had been born into the frightening role of Death's Daughter, allowing her supernatural abilities not many posses (and by 'not many' I mean 'not any').
When the time for her to use said abilities arise, May is wrenched out of her momentary home and thrown amid a war ripe in its malice. She is then forced to find shelter and nourishment on her own, at first only seeking survival, but instead stumbling on an irresistible opportunity to find out what this war is about - and how she is more involved in it than she thinks.
