This is the story of a young girl and her father. They move to the independent city-state of Detroit after the devastation of the city's (and state) economy. Everything is in chaos and there is little government oversight- there is a lot of experimentation going on and everyone is trying to find their bearings- she doesn't realize how different things are until she goes out of state for a Maths competition and meets a young boy from the Federal US.
Following W's regime the city, then the state declared bankruptcy. They have cut ties with the Federal government and are now functioning as an independent territory.
