Follows on from Allegiant. Tris has died and Tobias is lost without her. A few people who didn't agree with David escaped the compound including Nita and a couple of pure 12 year old girls. After a couple of months dauntless aren't going to settle on letting David continue outside the fence, when he killed one if the dauntless' best soldiers. So they come up with a plan that could bring down the bureau forever.

The basic plot of Divergent, Tris transferring to Dauntless and her and Four falling in love are still happening, but in different order and with my own twist to it.
