"What's the difference between chaos and order? Perspective." That's what Gavlin Syke said when Crater City started in production. That's what Crater City ended up being, chaos. The city was full of no good thieves and ruthless tycoons who would do anything to get their way. The CCPD could do little to stop the so called "order" and that's where others had to step in. Where the Tribe had to step in.
