Humanity is going through changes. Change one made a little less than a third of the population dual sexed (hermephrodites), change two made a virus break out which threatens Gotham and the rest of the world, turning people into flesh eating monsters, and change three is being warily awaited.

Bruce Wayne takes in Harley and joker for the finishing of their rehab a few months after change one. Change two complicates things with the three.
