Rule #1: humans fear monsters.

That rule applies to everyone. Well everyone except Luz Collin.

Luz's rebellious audited and her past leave her unafraid of the dark monsters that control her city. Luz is considered a rebel.

Rebels are an unwanted force that is rebelling agents the dark monster government.
