All Angels are God's work, as are humans. But the Angels don't like humans. They're snivelling, evil, hateful, selfish, sinful, sacks of fragile beings who don't deserve God's love and attention. But Angels still put up with them to obey God. Cassiel's story is what happens when Angels disobey.
