Sar city lies bewildered. Their super hero esque protectors known as the Heirs was defeated by a man who escaped from the Sar mental Asylum mere hours before. The man, known only as Skull has struck fear into everyone in the city, even the Heirs. Skull dissappeared shortly after, with the two spectral figures that aided him in his robbery of the Sar city bank. Since then the Heirs have retreated back to lick their wounds.
In response to this the city has been in an uproar. No one goes out at night except for criminals and all kinds of looters while Agency soldiers in black vans drag suspected looters away in broad daylight.
It didn't take much from here to turn the whole city into a warzone. Now gangs prowl the streets looting and assaulting everything in their path, every night the police set up checkpoints to try and protect the more heavily populated areas of Sar city but even so many innocents have already died.
Meanwhile, the worlds first true supervillain, Conduct sits back and basks in the chaos, knowing full well that his time to strike is coming.
