A long time ago, President Snow and the leader of the Peacekeepers, Shawn Thurman, had a meeting. They planned the Hunger Rebel-an act that would change the lives of citizens of the Capitol forever. If people ever had a real riot and destroyed the Capitol, they would destroy the Districts. They put up an underground headquarters, training Peacekeepers for the fight that would happen. 

When Katniss' daughter, Willow, found out who her parents were, they were taken by Peacekeepers. She didn't know about the Hunger Rebel, but she was determined to rescue her family from their certain deaths. But can she trust a handsome friend to help her?

One is the main mansion, where we all used to live until it got really crowded, and then the second mansion belongs to Gracie. Her mansion is by a waterfall, just a ten minute walk away. Most of us have super powers. I mean, if the Capitol can make mutts, surely we can give ourselves super powers. Gracie has black wings, Talia has super speed, Chris has super strength, Derrick can make himself invisible. Nina can make herself invisible and make force fields too. We all have issues here. Sierra doesn't talk. Chris is a germaphobe. Chase cuts himself. We all have reasons for running away from the districts and the Capitol, but we've all found sanctuary here. This is the second book of our adventures, a sequel to Outside the Districts.
