Shocked

After World War III, the world was apocalyptic. In the big city of New York a test is run on the kids. All the adults evacuate and borders are put up. With a slight electric shock the new residents start to experience powers forming with the connections being made. As their lives go on they discover that they're test subjects. After this discovery they reach to make a point and take over.
