It's unknown where he came from and unknown of any family members, the Government's judgement being of him being a 'Vampire' lead to multiple tests and blood samples being took from him.

He can't admit to them that the tests are painful but knows that he needs to escape before he dies in there.

Sadly for him he just found out the hard way that anemic blood doesn't taste very good. Shortly after attempting to drink the young girls blood he starts to fret over her health wanting to control her diet and wanting to put her on medicine to get the iron levels in her blood system up. Sadly for him she will have none of it. She can take care of herself she doesn't some random man who just tried to eat her to do that for her. None the less he won't take no as an answer.
