It could definitely be said that Cleo, Rikki, Emma and Bella have overcome the storm. Their friendship is now stronger and they've done so many things together. But just as summertime is in full swing, an unexpected cloud pops up. Charlotte returns to the coast. After having left out of shame from her defeat, Cleo thought she would be free from Charlotte for good. Charlotte promises that she has turned over a new leaf and is simply visiting the town before going off to college in the fall. But of course, Charlotte actually wants revenge, at any cost. Having been researching Mako Island in the year she's been gone, she is determined to regain her mermaid powers. When she discovers the moon pool is damaged (see season 3 finale), Charlotte makes an alliance with an old foe of the mermaids to regain her tail and defeat them.
