Instead of 13 districts and one Capitol there is now 13 towns and one Capitol city. This story relates to President Snow not being real and the new President being President Charm, who is a made up character and there will be others through out the book. This story takes place as every one is the same age according to book 1 (Katniss:16, Peeta:16, Gale:18. Etc.)  and it is slightly more modern in the districts not a lot but slightly with somethings.
