Do not give me any credit, this is Disney's with a fanfiction plot-twist. His parents are a pirate and a witch. She seduced one of them and gave birth to Ocean to him on the Isle. Neither of them wanted him so another guy took him in, raising him but never giving him food, so he had to fight for it.
