For this fic to be plausible, we need to assume: Katniss is 'selfish' enough to choose her own safety over that of other people (which she isn't because she's awesome). Gale doesn't know about the uprising in 8. Peeta tried to get his family to come too but only got his brother to agree, and he is okay with this. Haymitch doesn't do anything to stop them.
