Years after the wall came down, there are two city's people who lives on the outside, Blue territory and one's who lived on the inside, Red territory.
The Red-side is ran by Chancellor Shion, who was voted into office with his own staff he hired.
The Blue territory is divided into to groups who do trade and mini wars among them selves. In he heart of the Blue territory is the Nightly Howlers group who is ram by the leader Nezumi, but he goes my Rat.
Once Shion and Nezumi meet again will their love be able to last or will they be leading too different lives for it to last?
