Humans could not rules in these realms. Shurui, however, was part human part pooka-cat. She only knew simple magic. Her father did not expect her to be successful or ever learn to rule. Her father had ruled for millenia and was not giving up the throne anytime soon. He is the most powerful being in this realm, besides the time that her aunt visited, which was very often.
