Advances in genetic engineering and neural interfaces have led to a society where augmented animals can communicate with their human partners, and modified humans can telepathically control their machines. But this isn't how everyone thinks the world should be. Some people think they should be allowed to telepathically control animals, and even weaker humans. These people have taken over the land and started expanding into space. And they're destroying the planet in the process. The resistance escaped to the seas, fractured among the world's waters.
