Each devil must carry on the line, but they only can do that with the one they are paired with, their soulmate. To ensure one devil child cannot be over powerful the soulmates cannot have any devil blood in them. For thousands of years the universe has only created male devils. Until Josephine was born. But it doesn't stop there her parents are both devils, so the universe gave her a twin brother, Michael.
