Rory Sawyer, the son of a waitress at a diner, and a thug working for the famous Joker and his lover Harley Quinn, has been put in an asylum many times for stealing, setting places on fire and killing people. Rory assembles a team of neglected children all around Gotham City, and they decide to take it over for themselves.
