A hero is someone with true morals, morals that involve doing the right thing, putting other people in front of yourself, and if the need be great enough, people able to make the ultimate sacrifice. If you put a hero in Starsvill, even they will forget their morals. They will lose themselves. Starsvill is a black hole, because not even the light of justice can escape it.
