Kazuki Nobuhiro is one of Japan's top weaponologists and junior government agents. At his age of seventeen, he is often dismissed from school to complete missions and tasks. For the most part he works in an assigned team and might occasionally go on a solo mission or two. As proud as his adoptive family is of him, the majority of these missions are in fact optional and the amount of school he's missing is rather worrying. However, his siblings, Sakura and Kaito Izumi, are determined to keep him caught up. As a junior government agent, he has access to top secret information and can perform minor investigations according to his rank. With this, he spends much of his free time in search of his childhood friend from his days living in the orphanage who had mysteriously gone missing shortly after her adoption. While closely following a lead on his friend, something terrible happens back home and Kaito refuses to apprise him of the situation.

A mass murderer with otherworldly abilities and features and has been lurking around Japan for quite some time. She is widely known for being a psychotic criminal with a taste for blood and has successfully avoided capture by hiding in plain sight.
