Now she's been chosen again as a tribute of the Quarter Quell, But the rebellion is rising and she finds her self caught in her own rebellion. Should she fight with the rebels or against them? What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game. When the laws of the Hunger Games were laid out, they dictated that every twenty-five years the anniversary would be marked by a Quarter Quell. It would call for a glorified version of the Games to make the fresh the memory of those killed by the districts' rebellion. Now we honor our fourth Quarter Quell. On the one hundredth anniversary, as a reminder to the rebels that the Dark Days only served to tear their families apart, each district will be required to send two sets of siblings. The new government that came with the rebellion Katniss started has been overthrown. President Snow's granddaughter is ruling Panem now, and she has proven to be more ruthless than he ever was. Katniss and Peeta were publicly executed after the Capitol took over again, and District 13 was completely obliterated. Since then, the Hunger Games have been harsher than ever.
