Tokyo Bay Aqualine

In the future, tsunamis and the earthquakes that followed ravaged Japan and the majority of California. Causing the latter to partially break away from the United States. After massive economic and social hardship, a new society emerged where the rich and the upper middle class have taken over the leftover underwater tunnels as their personal playground and the poorer people have taken refuge in the mountains and what remains of the coast.
Richard "Rick" Milhouse is an undercover cop carrying out an assignment in the luxurious hot spot known as the Tokyo Bay Aqualine after the famous auto tunnel that used to pass through the area. While investigating the drug trade in the area, he meets Hiroshi Saito, a Japanese customs officer with a love of classic cars and synth wave cultures. Together, they both discover a huge conspiracy with implications for both of their countries.
