Hill was trying to balance life as a Luna to one of the strongest packs in the world, yet still be enforcing rules of what was right and wrong. Her wolf wanted no part in this new chapter and she was still trying to learn how to control her. How was she meant to discipline Alphas who knew her own mate was unable to mark her.
Hercules was trying his hardest to be patient but sometimes he was losing the control he had. It didn't help that he knew someone was after his mate, and he would do anything to save her, even if it meant breaking the law and to be handcuffed by his mate for a second time.
