37 years After the fall of Admiral Chang during the "War of 2020", the United States and Russia enter a military space race making supersonic SCRam fighter jets capable of traveling at Mach 25 in the earths orbit and anti-satellite missiles to interfere with communications on the ground. Tensions begin to rise between the two super nations.

In an alternative universe, the tension between the Russians and Americans lasts much longer than through the 1980s. In fact, after years of experimenting, the Russian government has finally created young, living super soldiers. Their scientists have made breakthroughs in neurobiology, the structure of human DNA, and embryology that allows them to miraculously create several human traits together and then nurture and grow these artificial humans in an incubation chamber. Dozens of these experiments have failed over the last several decades, but there is finally a breakthrough in 2005.
