Humans and Monsters have switched, so the monsters are now humans and humans are now monsters. Frisk, being a baby goat monster, falls into the Underground with a bunch of humans that want Frisk's monster soul. Some humans aren't as determined to get her soul, but others try very hard to claim little Frisk's soul. Frisk is the 8th monster to fall into the underground, so she isn't the human's first time seeing a monster child.
