The year is 2023, and the Cold War happened again, it was a complete and utter annihilation for both sides. The world is a freezing carcass of it's previous glory, their are three ruling factions, The Alliance Of Russian Communist's (U.R.C) The United Nation's Of The West (U.N.W) and The Righteous Church Of The Mundane (R.C.M). There are a few small factions of bandits, and mercenaries, but they're only for hire, or to work with. While the Surface is barren, much of the metro is populated by humanity... or what's left of it.

After that, the world slowly began to fall to pieces and almost every country made a scramble to figure a way to make space travel easier so they could colonize a planet. But a new leader came out of the ashes and proclaimed they would consider the apocalypse a "rebirth" and proceeded (with his advanced engineering) to clear radioactivity from America and make it livable again. With the help of his crew, he builds a high security city and begins to build out past the east coast. Shortly after he rebuilds NY, he disappears and his advisor rises to power. He is a fair but cruel master (calling himself a Lord) and some people refuse to work for him. These people manage to escape the oppression of the Lord and live out on the wasteland that was once a great country. They call themselves Emathron. Russia, an investigator/police officer, is tasked with finding and arresting this group of killers and psychopaths. His boss, EU, forces Russia to work with 3 others. Finland, one of the best snipers in the world, Vietnam, a silent and serious policeman, and Kazakhstan, a winged country that can glow when he wants. What will happen to Emathron and the odd group of officers?
