Dan Howell lives with his best (and only) friend PJ Liguori, who has been his assigned housemate ever since the Imperial Leader came to power.
He's used to being surrounded by thousands of other fake blonde, blue-eyed people in the Navy district, where he lives, so he can't quite believe it when he is taken to an illegal club under a propaganda bookstore and is shown people who don't disguise themself in order to follow the rules. People like, for example, Phil Lester.
