They had tipped the scales, thanks to the two District 12 victors, and she can feel a shift happening in the districts. Because of this, she isn't surprised by the Quarter Quell announcement. The one condemning all past victors to be re-reaped, knowing that the Capitol will do anything in their power to regain control.
