Heaven and Hell have only one thing in common; they both have an Angel of Death.
Humans call this being the Grimm Reaper.
Now when ever the Reaper was appointed to his/her hellish office he/she would split his/her soul into seven beings. (this includes demons in hell , demons on earth, and humans). Every century the Grimm Reaper would "retire" and Hell would have to appoint a new one, before people would start living forever.
Now normally, the reaper would pick their successors from where he/she hid his/her soul.
Normally.
But this wasn't a normal situation.
The Grimm Reaper is dead. Killed by God knows what.
Hell must find a replacement soon or else they will have trouble with heaven.
Problem is, they have no idea where the reaper hid the pieces of his/her soul.
So, they came up with the demonic faction called, "The observers", these creatures would scope around hell and the earth trying to see if they could detect at least 21 beings that seemed to have the power of Death in them.
When hell has found its candidates, they are sent an invitation stating, "You've been summoned."
