The Multiverse is an infinite realm of possibility. A universe is only an instance to it. With something so large, problems are bound to arise. However, the Creator can't be expected to solve every issue, on top of making new worlds.

That's where Dawn, an Observer (beings that keep the peace and watch over the Celestial Scale), steps in. It's her job, after all.
