It has been years since the Hunger Games came to an end, and everything in Panem seemed to be going as planned, towards a better future. Katniss and Peeta have married and given birth to one and only child - Rue Primrose Mellark. But when Rue is 13 years old, something in Panem changes, President Snow dies and someone new takes his place, with a plan of their own. It is not a good plan, it is hell, it is the return of the Hunger Games. And Rue is target number one because of what her parents did years ago. Can she make it out alive like her mom and dad did? Or will she share the same fate as so many others that never made it out of the area.

Katniss and Peeta have their own beautiful family and it seems like nothing can change that until the new president of the capitol sends out a wish for all the remaining victors back. Who could this new president be? Surely they can't be as bad as snow. What could possibly go wrong? Will this be the end of the star crossed lovers of district twelve or will their legacy continue?

In a dystopian future, the totalitarian nation of Panem is divided into 12 districts and the Capitol. Each year two young representatives from each district are selected by lottery to participate in The Hunger Games. Part entertainment, rutal retribution for a past rebellion, the televised games are broadcast throughout Panem. The 24 participants are forced to eliminate their competitors while the citizens of Panem are required to watch. When 16-year-old Katniss' young sister, Prim, is selected as District 12's female representative, Katniss volunteers to take her place. 16-year-old Aspen, Katniss' best friend, is selected as District 3's representative. Aspen, Katniss and her male counterpart, Peeta, are pitted against bigger, stronger representatives, some of whom have trained for this their whole lives.

They rebelled. The Hunger Games returns. Katniss Everdeen and Peeta Mellark lost their lives but their kids lived. Willow Mellark has a daughter, Primrose Mellark. Prim is chosen for the 135th Annual Hunger Games, and made the twelve districts plus District 13 and the Capitol citizens to rebel again to stop the Games again but they lost. Primrose died ending the Mellarks. The thirteen districts plus the Capitol, newly named District 14, which is the mutt industry district now, have to face the consequences. The thirteen districts have to provide, every year, a young man and a young woman, between the age of 11-19 to fight in the Games. District 14 has to care and tend to the tributes before the Games.
