Tattoos, Fates, and Soulmates

There's a timeless right of passage that each person must go through once they've reached adulthood: Seeking one's Soulmate. Over time, this once uncontrolled right of passage has fallen under the regulatory watch of government agencies across the world, in hopes of retaining and expanding their current citizenry. Those that follow the rules are rewarded handsomely, while those that fall outside of the usual parameters of finding their Soulmate, or those that purposely refuse to follow tradition are punished heavily.
