Katniss Everdeen and Trey Vander have been personally chosen by President Fallon to be placed into the Quarter Quells. As they approach being sent into the arena, The Return of the Rebellion is in full effect and a war is only moments away from happening. Peeta, Elissa and Kal are helping create a plan to wipe out all the Private Keepers and Astor as best and quickly as they possibly can, while Manara figures a way to keep both Katniss and Trey alive in the arena. But things begin to take wide turns  and everyone's lives are at stake once the Quarter Quells begin. 
   The final book in the Return of the Hunger Games trilogy. Not all endings are happy, so who makes it out alive and who doesn't?
