Sally met Rick's group right when they were the most vulnerable, on their knees in front of Negan. Negan immediately took liking in her and gave her an opportunity to save them all. But right when Negan asks the most important question, Sally gives the most inappropriate answer. Because she is just like him, she is... just the same.
