Everyone has powers. At age 5 you learn which element you are. You study that element for 7 years. When you are 12, you learn which sub-element you are and study it for 4 more years. Then you spend the next 2 years mastering your magic.  
Luna and Fay are twins. They both have special elemental powers that are considered a threat. At only 12 years old, they are lost in their new world of elements.
