Dromeas must choose, between staying, running, or betraying. He is being blackmailed and must spy on the Vodach leader of the Prota, but doing so could get him hanged for treason. Datel is scheming his own empire, rising from the ashes of the Prota. There he must scheme the death of the Vodach and the rise of the Vtori.
